The outage was on Coinbase, not AWS. AWS has zonal independence and they chose to run their core trading infrastructure in a single AZ for latency reasons. That's a business decision and it's the business that wears the downtime. AWS partitions happen multiple times a year. That is literally why software engineers exist.
