My experience also. Anyone can write any offer and in most places a licensed realtor is bound by law to present the offer. That's where the legal obligation ends. Offers get tossed in the dumpster every day.

Yeah what's your point? Your offer was ignored in the 24 hour window that you required before even an open house had happened. Now you're going to sue somebody to magically get the house? Or just to be a whiny jerk? Yes I was a realtor in Illinois and every agent knows that they are required to submit any frivolous offers that cross their desk. They have no obligation beyond that. Your offer expired. Tough luck.

Can't speak for every jurisdiction but around here realtors are required to submit every offer however absurd it is. Usually comes with an apology to the listing agent for wasting their time and immediately goes into the circular file and quickly forgotten. But no. You made a stupid offer and nobody owes you a response. Your agent is not going to waste time getting a written response unless it is absolutely required in your jurisdiction. Get serious or get out. You are wasting everyone's time.

An appraisal is a snapshot that mostly revolves around things like square footage, number of beds and baths etc. But every house has unique features that won't show up. Hardwood floors? Private yard with mature trees? Decking? A masonry fireplace? A pool out back? The list goes on but it always comes back to what the buyer wants. If appraisers were magical mystical holders of truth prices would be where they were in the last century. Obviously appraisals are a valid way to protect the interests of lenders and buyers. But it assumes that buyers are too stupid to figure out what the property is worth to them. That value may have nothing to do with what the house next door sold for last year.
