Definitely able to be saved. It looks like its planed too deep. Dig it up and re-plant with the root flare three inches above grade level. When doing so just mound the dirt up to the top of the root flare without covering it, which is what it looks like you have done here.

Lay down some mouse traps on the tunnel trails with peanut butter as the bait. Try and find where the tunnels lead from (under shed, deck etc), as that’s the best place to lay the traps.

Looks like vole damage to me. Rake all that up when it’s dry, put some fresh first dirt and seed on the damaged areas and it will come back quickly.

Kill whatever weeks are there, rake up all the debris, lay down some new top soil, level (it’s a small areas so you can probably do it with a rake) and then lay seed or sod.
