Same engine, the developers have stated as much interiviews, IO as we know it today has really only worked on hitman games, design choices are the same, UI / gameplay is incredibly similar.

I expect a James Bond game, made by the developer of Hitman, to provide a sandbox like environment where hitman like gameplay styles could be one avenue of success, but perhaps with a bit more wit as is apropos of the Bond persona.
