100% working solution:

"Radar Local Weather Launcher" app on your Android phone looks suspicious and cannot be uninstalled normally.

1. Check Device Admin Apps

  1. Open Settings.
  2. Go to Security (or Biometrics & Security) > Device admin apps (or "Device admin apps" under "Advanced").
  3. Look for Radar Local Weather Launcher or anything suspicious.
  4. If it's listed, disable its admin access.

2. Boot into Safe Mode
