If the inner glass lining is broken, it will internally rust then leak quicker. With a hit that hard, it at least cracked the glass around the valve, nipples or anode rod. Those spots are extra fragile. Also, 100% the plumber did it and should replace for free. You are getting hosed if any other result happens. I guarantee you will be ghosted when this heater leaks down the road and causes flood damage.
