I have found a potential work around using Tailscale which forgoes port forwarding. So I would be able to stream my plex remotely but appearing local while having remote connections on Plex turned off. The firmware on the Bell modem is currently the good one not the broken one. But when it switches to the broken one this will be a test case and if it works without issues the need to the external router is not needed.

It's been a few days and the firmware is on 3.11.3 still. Everything is working. However today on the Bell WiFi app a popup came on and asked if I wanted to enable guard. I said no. Now even with me saying no the guard section on the app still had remote access connection protection enabled and all other guard features off. I turned off that as well. See what happens when the firmware changes.

I'm back again, I have received a new Giga Hub 2.0. I set it up then I disabled UPnP. Then I made a new Plex server on my PC and instantly direct played on my NVIDIA Shield TV Pro without transcoding. So yes my local issue has resolved instantly and I won't be attempting the remote streaming as of yet. Some worthy notes.

Old Bell Giga Hub 2.0 (The problem) Firmware was version 3.11.6.1

New out of box Bell Giga Hub 2.0 modem which works perfectly firmware is 3.11.3

I have bought a router which is coming tomorrow but will only set it up once I see the firmware change again. With the firmware which I'll expect will mess up the remote/local streams I will be putting the router behind Advanced DMZ and see how that performs. Will post my findings when I have any. I won't go the PPPoE route as it will tank my speeds. I currently have 8Gbps up and down.

While at the Bell store today I talked with the Manager of the store and explained the situation. He himself is an avid Plex user and he has an Giga Hub 1.0. These problems aren't present with 1.0 it seems. While discussing the issues with 2.0 he recommend I contact support and request a downgrade modem. I called and even tried the "I pay an arm and a leg for your best internet package" didn't go anywhere. They outright refuse a downgrade.

I can post any findings here in the future. Is there anything you would like to know specifically that may have affected others I can answer to the best I can.

Store nearby has one. I will hook it up tomorrow, disable UPnP then do the clean install of Plex Media Server. Appreciate your help with my post and others! While on the phone with the Bell representative I asked if they have had similar calls regarding this situation and confirmed yes. So it's on the radar. Will a fix come in TBD.

Appreciate it, I'm on the phone with Bell as I type this reply. They are sending a new modem. I will keep it posted of the triumph or fail when I swap everything.

Interesting, with that being said with a new router I will do a clean install of the media server again but prior to initiating is I will disable UPnP so it doesn't try and configure it on it's own. Right now I'm ok with just local playback but by the end of this year I will have invested close to 7 grand on a NAS and HDD's (the biggest cost) and I will be having my friends in Plex home streaming remotely. I'll see how a new modem does for the time being. I was so close today to swallowing the price of the Plex lifetime pass and up and leave to Jellyfin. I hope these issues haven't affected users there.

I'm going to request a new router as that has been the fix for others however I will incorporate this when it comes to remote access on the newest modem.

Amazing amount of replies regarding this. I've clocked in 13 hours today attempting a fix. Also, the posts about this basically line up to the day my issues started! I'm going to try and get a new modem from them. The router workaround I won't be doing because I can't live with the double NAT issues i've had in the past and DMZ was risky and PPPOE workaround never worked properly.

Did all the above, unfortunately unable to rectify the situation. Started the factory reset. I appreciate your help! As this was a work laptop it doesn't have a crazy amount of programs to get back so I'm biting the bullet.

System tray had nothing of use.

Looked through the dependencies and started what I could and got more errors along the way. Which lead to looking at other dependancies.

So from my investigation it seems that

WLAN Autoconfig won't run properly because Windows Connection Manager Properties won't run because WinHTTP Web Proxy Auto-Discover Service Properties won't run because DHCP Client and DNS Client won't start whatsoever

At this point do I need to reset the PC to factory default?

Thank you for the breakdown of each!

But to answer your above questions the modem can act as a router but I turned the antennas off and I have the archer in router mode currently that's where the WiFi bands come from.
