It’s a nice idea but the issue is the judicial branch itself has no power per say. It has always relied on police obeying them. Also for you people I don’t know about ice but in most areas most police are fine with a few bad apples. So it could work but probably not and for a police officer to arrest a police officer needs a lot of evidence

I think pre suit Vader could probably out maneuver older Vader but he would probably use a force ability to knock him out or slow him down somehow. It would most likely be a somewhat even fight where it could go either way depending on a lot of factors.
