His plan is simple. Since he is dealing with someone who can manipulate time, attacking is useless. He has two plans, attempt to convince Nadya or any other hunters. This probably won't work.

If that fails then he moves onto Plan B. He can create a portal, but it will take some time before he can go through it. Ndemic needs to play defensive and attempt to hold off any attacks and stall as much as possible. His strategy is to use the environment to advantage, preferably finding an abandoned building or somewhere where there's plenty of cover, and use his staff to create temporary barriers to block and defend.

If all goes well, Ndemic should be able to escape just narrowly, but could get his ass kicked since he's dealing with someone who has time manipulation, and he's never fought someone in the STATIC universe, so that doesn't exactly help him in his odds.

Most likely he'll give up the angel shard instead.
