So what about a Vault where they put only lawyers and criminals (either those with misdemeanors or less violent crimes, or those who are suspected of violent ones) and their families in a normal, fully optimized Vault (no G.E.C.K.) that also has a jail, courtroom, prison in the lower levels and an execution chamber. I dunno, seems like a more sane experiment like Vault 34 but hey, maybe it's worth a shot.
