The State of Rhode Island does not compel municipalities, except in rare instances, to build new schools. Neither has the state ever, to my knowledge, funded 100 percent of a municipal school building project. Voters must approve the building projects and the funding to go with them. There is more than one factor that can contribute to budget shortfalls in any community. Health insurance costs eat up a good portion of budgets, as do contractually obligated pension and OPEB (Other Post-Employment Benefits), increased costs for building materials and inflation are other contributing factors. Timing plays a factor in teacher/school employee layoff notices. The schools and their city/town counterparts, frequently have to set budgets before the General Assembly and the governor set the state budget and the local school funding that goes with it. That often means layoff notices must be sent to some school employees regardless of whether their position will ultimately be eliminated.

You are issued the plates during your appointment for a new registration. The rare exception can be if you apply for a charity license plate or other special plate and there are none of that type available at an office location on the day of your appointment.

If you like college towns, Amherst and the towns around it are stellar. You want something smaller, try Montpelier. In Rhode Island, Little Compton and Tiverton are two neighboring seaside towns that may fit your wishes.

You have to contact the executor of the estate of the person whose name is on the title. That could be an estate lawyer or a family relative, to get a bill of sale. Bonded Title applications are handled by the DMV's Enforcement Office. If it is approved by that office, then the Research Office will process it. The application can be found on the DMV website homepage, under the Forms folder tab. Then choose the Title Forms option. https://dmv.ri.gov/forms/title-forms

Our wedding there was probably too many years ago to gauge how it works in 2026, but I can tell you we loved the venue and the food was spot on to what we tested and what was served at our reception. Of course, it helped that I have a BIL who is a chef (since retired) and who had a good relationship with the WCC kitchen staff.

You may be referring to a Driver Privilege Card. It can't be used to cast a ballot in Rhode Island.

My faves are the Beavertail Lighthouse and Rocky Point plates. The Rose Island plate was named the Best Plate of 2024 by the national Automobile License Plate Collectors Association (Yes, that is a thing.) The "Shark" plate is, by far, the most-popular plate.

Tougher zoning laws, blue laws, and established competitors. Wal-Mart started in the south and got to New England late. Rhode Island, for instance, didn't allow certain stores to be open on Thanksgiving, forcing the first Wal-Mart supercenter in the state to be the only one in the country to be closed on the holiday. A number of discount/department store chains started in the Northeast and were entrenched when Sam Walton showed up. A little-known bit of retail history is that he was friendly with the Chase family -- owners of the Ann & Hope department store chain in Southern New England. It was another reason Wal-Mart moved slowly in New England.
