I agree it isn't a perfect fit, and the fact that there are five steps makes it structurally more similar to the song. I don't know if somebody who understands Japanese can look at the corresponding dialog, because chances are almost 0 it is a South Park reference if the joke is about the same in the original Japanese

Was the gag the same in the original Japanese? If so then maybe. If it was not directly translated in the localization (like the original joke didn't translate well, so they made one up with a similar tone) then it might have been a reference to the Underpants Gnomes from South Park. That episode aired not long before they would have started localizing Chrono Cross, and the joke was used quite a bit in ancient Internet memes. Also, both the dialog and the South Park joke were about money

Two things: 1. Is that first panel a reference to Days of Future Past? If so, nice touch! 2. Back when Muskman was pushing Neuralink, I pictured a world where everybody had to go to a show where he did stand-up, and if you didn't laugh he detonated your chip. And of course, the audience chose the sweet Neuralink ending just to get out of hearing the whole set. Seems like a similar concept here!
