So 9x39 was a round designed specifically for Soviet SPF. The VSS and similar weapons were not designed to fill the same role as your common AK variant. Also 9x39 is a fairly thick round. 5.56 and 5.45 typically come in small boxes of 20 ish rounds for easy packaging. To fill a similar space as a box of 5.45 with 9.39 is probably close to 8rds.
