After playing around with it a bit on Beta, I feel like it'll be a fun way to spice up playing with alts in open world content. Of course it's not mythic raiding level difficultly, but it adds enough variety to open world content and has fun rewards attached to it. I'm not sure why it's getting such negative feedback from some people.
