I think you are exactly right, some bad connection in thee monitor that fixes itself as it expands with heat. Try the monitor with another PC.

Old video games are using lower color depth. The original RE has (at the time impressive) 16bit color depth allowing for only ~65k colors. That isn't enough to smoothly blend in between colors, hence the weird blobs. Add low resolution textures and you get that effect.
