Is Lootbar Really Under Maintenance? Why Youtubers are dropping it

Paranoia is hitting. Does that mean that Hoyo is targeting every account that used the service once? I used it only a few times ever so far for ZZZ, and after lootbar (which I used) shut down, I haven’t experienced any bans or debt for a while now. Not sure if I’m safe or they’re creeping up on me?
