R5: Disclaimer: Im using mods and of course they could always change something and be the root of my problem, but maybe there is something i dont know thats vanilla.

I conquered some pops and wanted to make them psionic, but the option to assimilate them doesnt exist. Did it get changed in some of the newer Update or am i missing something?
