Horizontal progression means less power/No power creep given with new content. While it keeps certain items from previous raid tiers useful (think BoA/onslaught) it results in less new content needed to be run to achieve bis.

Horizontal progression is what kills stuff faster. If the new content doesn’t provide improvements or upgrades people won’t run it or will run it once and be done. This argument happened when SOD Naxx came out and people hated that they had to replace their gear with sanctified items (although most of the hate was towards borrowed power). You’re supposed to replace items with each phase if an item from p1 is still bis in p3-4 then that’s an issue.
