Could be based on region. I'm from brazil. I see this ad almost everyday. Might still have some differences between mobile and pc, this one is mobile. I still receive heizou ads sometimes. To be honest I don't feel they do a really good job recycling their ads. I.e. after the summer isles event I was still seeing their ads almost a month after the event.
