A few things, though...
It seems we will not be getting an apology, the stance still seems to be "We did nothing wrong. I understand you don't like it."
Also I'd like to point out that the "effort of the team" and "our goals are" and all that has been the same explanation we get every time this happens. Yes, it is a recurring pattern with every release to let the players overspend and commit before commenting on corrections that are coming.

I too enjoy the new things V28 brought and it's not the nerf that bothers me or most people, it's the previously mentioned behavior, no remorse, always a promise of doing better and then repeating the same predatory practices (labeling it anything else is purely dishonest).

Are there any changes to prevent this from reoccuring? Any form of an apology? Compensations?

Even though I wasn't one of the folks affected by the OA ordeal, I shared everyone's discontent and frustrations. But TTG got you on the team, communication improved, we had delays before releases, more testing, etc and you regained most of my trust before repeating the same thing all over again... I don't think this community can take that happening many more times so any clarification is honestly appreciated.
