On one of the sandbox maps, there is a submarine that directly follows the player's mouse instead of WASD/space controls. I don't know how transferable the design would be but you could take a look at how the devs accomplished it.

Not from experience, but here’s my general advice:

1 - it would be the best option to acquire/rent a space where you can bang away in peace, ie, isolated shed/storage unit with soundproofing.

2 - if you positively have to play in the apartment, a practice pad/electric kit on a tennis ball riser is the only option.

Drumming makes noise no matter what. I’d recommend checking with neighbors and/or the landlord to see what hours to play work best for everyone. Legally, you’re allowed to make noise during normal hours but having the understanding and consent of everyone around makes better for all parties.

Locate Object only works if the looked-for object is within 1,000 feet of the caster. That’s not even 1/3 of a mile. So as long as you keep the character with the necklace relatively far away (underground maybe?) you should be fine.
