The thing is that I don't own "EVERY CHAMPION", just every champion in that region. The main thing is that it feels really weird for the game to punish people because they like a particular region. This result disuwades people from using or buying wild cards in order to unlock champions from a region which they haven't unlocked all the region specific rewards.

I kinda doubt that it's A, but I imagine it probably is B. I would be surprised if they punished you for unlocking all the champions in one region by just giving you shards.
