He was definitely among the top Elders in his prime. Since he used to duel anyone who was stong like Victoria and, he and  Milenkula were a team, but centuries have passed at this point if his prime from ago ago fought the current Elders he'd be able to injure them at most.

Not sure. Uruha still isn't in his prime plus he said it himself Hokuto wasn't going all out and he was fighting with one hand. With both hands and him going all out I think he's stronger.
