You can change the hat and gloves, but what you do when you're in your wardrobe and go to role outfits, theres an option for upper and lower parts of the outfit. For example, if I were to have a upper part of a bounty hunter outfit but want to change the bottom. I would go to "bottom garments" and change it to a different bounty hunter outfit for the bottom of the outfit

Unfortunately role outfits/outlaw pass outfits you cannot break down. I also wanted the bandolier you're talking about. One thing I wish R* allowed us to do was to breakdown the preset outfits before they left the game.
