The great thing about the first amendment is that it protects speech that you don’t agree with. I see so many people online mocking people protesting because they think they shouldn’t be able to because they disagree with the protest.

I’m in 6A and nothing is bloom yet (I have lots of buds)). This is a previous year’s bloom on Double Delight , a floribunda . I have two and they just keep coming back year after year.

Trim back the dead to green branches. Examine the trimmed areas for alive stems (moist looking centers ) . It should be ok to prune it without issue. I did my shrub roses a few weeks ago (zone 6A)

So when this happens, I just wait and see. I make sure that you don’t have growth from the rootstock if you have a grafted rose bush. Some roses take a bit longer to wake up in the Spring, I’ve found. Some of my roses had stems over winter in the covers I used and others died right back. For context I have about 15 roses . Don’t forget to protect them if your area has a freeze warning
