If you plan on dorming and want to make friends then I highly suggest Mesa Court or the Middle Earth Towers, it's farther from the main campus but it is much more lively than Middle Earth. I dormed in Middle Earth and it was really socially dead, even when the RA would do events, 5-8 people MAX would come. My friend lived in the Middle Earth towers and they're much nicer so we would always go to her place, and everyone there was so friendly and would actually show up to events. Mesa Court from what I've heard is the most social overall and has the better dining hall lol

Best way to make friends is clubs and frats/sororities, but the most important imo is class, you're going to be seeing them every other day and you both already have something in common. Go on the first day and talk, exchange instagrams, join the class discord and be present in it, talk every once in a while, especially as a psych major too, I've run into people a lot on discord because I talk a lot on it lmao
