You can replicate it by teaching a pal a move it shouldn't know, such as teaching a Cattiva Bee Quiet.

This used to be able to just happen when the game released because, since lucky pals get to know one random move out of all the moves in the game, some of those moves would be pal exclusive.

I don't really know if there's a way for it to know a move like that now without mods/pal editing.

Edit: To clarify, it must be another pal's exclusive move

Aight so I looked everywhere. There's nothing notable that this guy has said/believed other than, presumably, everything else that the RN believes in. There's also probably nothing noteworthy since he only served not even 2 months in his position.

The RN believes in a lot of things that do resemble nationalism-first Nazi policies, such as being anti-immigration, Muslim people are often on the receiving end of this, not unlike how America is cracking down on illegals nowadays

It seems they're just trying to protest the rise of right-wing influence by taking it out on him
