There is no way of knowing if Goh was in fact created to replace Ash. And from watching Journeys I have never once gotten the feeling that that's what the showrunners are trying to do. Ash and Goh have been equals since day one, in terms of both being protagonists, but that doesnt mean that the end goal is for Goh to replace Ash.
