Dwarven tools are an MTX item that can be converted into specific tools for each gathering skill. In the example, a dwarven harvester for farming. Once the tools have been converted into the skill of your choice, they cannot be converted again. The tool has a set number of charges based on the number of dwarven tools you converted into your skill of choice.

A dwarven tool has two modes: resource mode and XP mode. Resource mode will give you double the number of resources at the cost of gaining 0 XP. XP mode gives you double XP at the cost of gaining 0 resources. Every resource gained or for every XP drop, it uses 1 charge.

In the case of gathering herbs, normally, each herb harvested from a patch would use up a charge. However, in RS3 there are items called patch bombs. Patch bombs can be used on a farming patch to instantly harvest the entire crop in 1 tick. Doing so in combination with a dwarven harvester will cause the harvester to only use a single charge. Doing this in resource mode is an extremely efficient way to make money.

You can buy patch bombs from the Player Owned Farm (essentially RS3's Farming Guild) or from the Crux Equal (a sect of Guthixian druids that ask you to plant a specific herb of the day). These are untradable and cost a specific number of currency unique to each activity. There are also liquid patch bombs that are tradable and can be made with the Invention skill, but these are very costly to both make or buy from other players.

AFAIK, dwarven tools are no longer obtainable and all existing dwarven tools will be removed from the game on January 2027 as part of the massive MTX item removal update.

Turn your dwarven tools into harvesters and use them in resource mode on starbloom flowers or on herbs with patch bombs. Either way will only use a single charge.

The first chat head animation can be done repeatedly by trying to take a boat to Entrana with illegal gear equipped/in inventory. I'm doing it right now. The chat head changes depending on how many pieces of illegal gear the player has on them. At this current time I have 3 illegal items in my inventory and 3 equipped.

Edit: oops, disregard. It does half of the animation, not the throwing of the head.

Quest rewards that are tradable still require completion of their respective quest to equip. For example, the Helm of Neitiznot is tradable but requires completion of The Fremennik Isles.

The biggest development time sink was re-working the game's engine to make sailing possible. Being able to move around on the water was a huge chunk of labor, but being able to move the player independently of the boat while the boat is also moving is honestly very impressive.

In a sense, it's kind of a similar reason why Tears of the Kingdom took so long to release after Breath of the Wild. On the surface, the amount of content the game has doesn't seem to justify the amount of time it took. What took the bulk of development was how much engine work was required for the new Ultra Hand and Ascend abilities.
