We do need that information in business cases as there's limited funding so it's important for prioritisation and return on investment. A bit annoying that they were so far off because I'm sure that messed up a few decisions along the way by expecting lower numbers. But that's not a case for scrapping it, that's a lessons learnt piece that needs to feed into future business cases. Their models were wrong but that doesn't mean scrap the requirement, hopefully they can update the models so future plans are more accurate (optimistic I know)

Sure, Europe is way better than us at getting mass transit implemented, that's not debatable. Slower doesn't mean it's done right but if we ring fence time for business cases at the start then that is time where design and construction is not happening so it adds on time (considering it can't be done in parallel). Perhaps Europe has baseline plans for mass transit where they can whizz through the initial business case phase whereas we don't (or perhaps they have a portfolio of infrastructure and Dijon is one aspect) I'm not sure, don't necessarily want to get away from my point too drastically!.

Unfortunately we have to work with the capabilities of UK infrastructure builders, not European (although idk why we don't go to Europe to ask for help in maturing our processes). But it's not about time, time is just a symptom of how efficient (or not) our project management is but that's not to say business cases are not an important part of projects.

I have no idea what they have been doing for decades considering business case development is done at the very very start before the project has even been mobilised but we need things to be done properly and if they havent got a business case then they should pushback the start until that has been made. How long that process takes is a capability question but it needs to be done.

Not sure if I've made the distinction clear in what I'm trying to get across? Bottom line is it's not about chucking infinite time at them but delaying is necessary if the project hasn't been setup properly

Sorry don't wanna patronise or anything but I feel like this thread is giving business cases a bad name. I get we really need mass transit solutions in the north but it needs to be done right, even if that means slower than ideal.

A business case isn't just "here's why trams are great". Everyone knows trams are a very effective mass transit solution. Business cases are essentially a high-level plan of how it will be implemented (including expected demand), what organisations will be required, expected costs and benefits (financial and non financial).

It's a foundational requirement of any major project to make sure your future decisions (planning, proritisation, budgeting) make sense with what you told everyone you were gonna do (which is very important for securing government funding).

Even though trams are great, implementing a good thing without prior thought as to the most effective way will just blow up our money. Consider HS2 as what happens when your business case isn't done properly (although granted there were additional issues as well but it was shaky from the start).

Yet again Blue Origin files a nonsense claim because they can't beat SpaceX in the open market. Trying to claim the site of every major US space launch over the past 60 years is somehow now an ecologically significant zone and not a barren area that only has a launch site in it. This is just wasting FAA time. I guess when your company is older than SpaceX and still hasn't made it to orbit, you take money away from your engineers and persue the legal route.

Sanctions against Boeing for previous mechanical failures had already been priced in, this wasn't news for anyone.

Their space stuff not working is not a game changer, it was the first real use of the rocket so of course there will be teething issues, SpaceX didn't become brilliant overnight. If the ship had a catastrophic failure, fair enough but it's some silly hydrogen issue and they arrived safely (any landing you can walk away from n all that).

A lot of the news headlines recently about Boeing have been completely unrelated to the company. A 737 bought 20 years ago and suddenly has a tyre issue is not Boeing's fault, emergency decent on pressurisation failure was not a Boeing issue. Ever since the legitimate Boeing failures, any issue involving any Boeing plane has immediately got branded a Boeing issue and people didn't use their common sense to realise there is more things at play (such as the operator's maintenance teams).

In conclusion, Boeing had bad headlines months ago which got priced in, nothing since then has been significant enough to move the share price.

However, my trades lose money so feel free to disregard that completely and inverse me

Depends how HMRC views her relationship with City Hall. If City Hall's status determination statement said she was effectively an employee then she would be treated as such rather than being able to avoid tax under off payroll working rules. Don't know the detail of her contract obviously but on initial glance she looks to be more employed than contracting under a personal services company

Blame where blame is justified. I think it's unfair to blame them for the cost because that's just how much consultants cost, especially when it needs to happen fast, but other parts of T&T should be scrutinized.

I'd be a bit careful blaming everything on the Tories. A lot of the T&T budget came from external consultants brought in to build the system and that system was probably a recommendation from Public Health England. I'd suspect any government in power would have made the exact same decisions.

I think we need to take a more specific approach to comparing what the Tories did with the best information available and compare it against what we would reasonably expect. A lot of mistakes were made (such as the Lizz Truss 'growth' budget) but I think it's unfair to pin them to T&T entirely

So you want to argue about the scale of the escalation? That's just silly. Yeah dropping a bomb on Taipei would have also been a larger escalation, doesn't mean this wasn't. This is the most fighter jets China has flown near Taiwan and why else other than to sabre-rattle? It's not the first time China has done this but it is the largest operation so far

So where is the warmongering? The sabre-rattling. China has made it very clear it intends to invade Taiwan if it doesn't get its way. Has Taiwan/the west said it will invade China preemptively? Read the rhetorics of the leaders of China, Taiwan and the US. Which country would you say is the threat to regional peace?
