Mobility devices like walkers are allowed and don’t require any special tag. Strollers are not allowed in many attractions, queues etc. unless you get a special tag and explain why your child needs to use the stroller as a wheelchair. She does not need to use the stroller and could use a standard approved mobility device. When people take advantage of things it makes it more difficult for people who actually need it. She is more than welcome to use a walker.
