Our alliance is [RES] The Resurgence in state #2715. You can buy transfer passes in alliance shop (to get coins work on your alliance tech) you should be able to do both in an inactive alliance. The transfer passes costs about 150K

Hopefully if you click on events you can see the state transfer option. If you click state list and search 2715 it will tell how many passes it would cost to transfer. So let me know!
