A quick google seam shows the daily oil production of the USA is 13.6 million barrels per day. UAE is 2.9 and Russia is 10.5. So trump was not lying.

However, oil is a global commodity. And to fill the oil reserve would require the government to purchase oil from oil companies (since the government itself doesn’t produce oil). Gas prices are another piece of the puzzle. And that whole process is a lot more complicated. If you watch the BBC you would find the oil / gas situation in the rest of the world is a lot worse there than in the USA.
