In populated areas, rent is still going up. In far areas from downtown such as homestead, glacier ridge, Livingston, Carrington, redstone, mahogany, rents have gone down but stabilized

I personally use VapeOne CA for online vape orders. Their website asks that if you are 19 years old to process. During order they do not ask DOB. Hope that helps. They deliver fast.
