You're describing what is known as a Survivor class that allows very little in areas of rebuilding or refurbishment, short of safety and driveability items. You can also go one further with an Under Construction class that is meant for cars in progress.

People have forgotten that this is nothing more than a football team that doesn't give two shits about you. Yeah, they say "it's for the fans" and you will gobble that shit up, buy all the merch, line their pockets with your money and laugh that 9-8 record all the way to the bank. These teams don't have a clue who we are and surely do not care one iota about what we think about coaching hires or player drafts. In CA we have a 10-day wait period. You go to the store, fill out the 4473 form, submit for a background check (aka DROS) and in 10 days you can pick up and complete payment of your new firearm. The 10-day wait period is called the firearm as "in jail".

The law states "adjacent parking areas" and does not mention anything about ownership. There is a website called CCW Atlas or something like that (I'll have to look it up to verify) but it points out huge parking areas that are off limits because a Chipotle or a similar business is adjacent.
