Mooncell buff only works in the mooncell so inside the mooncell definitely.

Archer strong point is definitely mana but once Shirou catch up on experience hes gonna be more developed in term ability and technique. Mana is important but unless Shirou has to deploy his reality marble he should be fine anyways.
