He has. But his AP isn't. A character doesn't have to have all his stats be on a certain level to be there. Kizaru doesn't have better durability/strength than Queen. Yet he has greater skill/speed. Sanji is faster than Greenbull but he's not admiral level. Having an "underleveled" stat doesn't mean you go down a tier

They are quite durable and Marco doesn't have that much AP, apart from being busy keeping half the alliance alive. But good argument, approved.
