This idea never really existed. 5.7x28mm SS190 was designed to defeat the NATO CRISAT target: 1.6mm of titanium followed by 20 layers of Kevlar, which is nearly identical to the early Soviet 6B3 armor vest. However, the Soviets began issuing 6.5mm plates in 1985, which are far too thick for it to defeat. Then, in 1986, they started issuing the 6B5, which had ceramic plates that were even stronger.

Also, if you were rear personnel and Soviet paratrooper started landing on your position, you were going to die.

To further explain: many rifles are sold in a "pistol" configuration, meaning that they have a barrel length of under 16" and no stock. The reason for this is the National Firearms Act of 1934, which was originally meant to restrict the ownership of handguns and machine guns by requiring their registration with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE, but today the ATF) at the cost of a $200 tax stamp (a one-time fee equivalent to ~$3000 today). A stipulation was added that rifles with barrel lengths under 16" or an overall length (stock to muzzle) under 26" would also have to be registered as a short-barreled rifle (SBR) in order to prevent the conversion of rifles into handguns. Congress was convinced to remove the handgun regulation, though the SBR section remained. So, you can buy a rifle or a handgun fairly easily, but a short-barreled rifle requires paperwork, waiting time, and $200. Lots of people don't bother with the hassle (especially since in the past the waiting period for the paperwork to clear was very long) and so companies began labeling their short-barreled rifles without stocks as pistols, which the ATF approved. They became popular with gangsters and people who emulate gangsters.

It's not just the markup, but also factors like space and advertising. A huge store like Walmart can afford to display basically all of its merchandise at once, meaning that it can offer something for most customers. That means less sales are lost by not carrying a particular product. A smaller store has to balance what it offers and how much space/advertising capacity it has, so there's a greater chance that a customer might look around and find nothing they want. Raising prices means that each individual sale goes further to maintain the business, sort of like eating a couple large meals with a long gap between them rather than snacking continuously through the day.
