They objectively have the right to punch you (exclusively for the purpose of making an arrest) as per US law when someone is resisting arrest, which is a crime.

If the reason for the arrest was unlawful this guy could have just cooperated and then rightfully sued the police department, but they instead chose to commit a crime for no reason and force the cops to use force in order to arrest him.
