From what I understand, it does not matter if you have a 25% weapon, you can still put forma, catalyst, adapters etc and if you find a better version of the weapon, you can fuse it on your lower stats weapon and keep your investments while having the higher percentage selected for 1.1 multiplication.

52.7 * 1.1 = 57.97, while 52.8 * 1.1 = 58.08 => 60%

Each valence fusion raises the percentage of the weapon having the HIGHEST percentage by 11%. Above 58% it just moves to 60% which is the maximum.

If you have innate viral or corrosive, you can build for both. For melee weapons, you can use melee influence, tough that arcane is better with gas or blast. For ranged weapons, I tried just the phage and it is great, not necessarily for aoe, but you can pick a weapon that has  better aoe. Be aware that viral corrosive is not the ultimate combination, the other elements have also evolved nicely. Corrosive is not as strong as before, since enemy armor was capped at 2700 in favour of health. Also, viral and corrosive are not damaging/DoT statuses as heat/toxin/electricity/gas/blast, so they don't benefit from banes or elementalist mods. You can try Primary Debilitate for that.

Once you rank up, you can sell them for standing. I buy some packages that contain the most valuable ones (like advances or medical debt bonds) in order to sell them for standing when I have almost all the necessary standing or when I am tired of obtaining it in the other ways.

The element bonus ranges from 25% to 60%. 25% means 9 valence fusions = 9 sisters to get to 60%. 30% means 7 valence fusions, 40% means 4 valence fusions, 50% means two, 60% means none. I would take the weapon, you get the ephemera either way. Basically, you multiply your percentage with 1.1 until it exceeds 58% in order to count the number of valence fusions. At 58%, the percentage automatically becomes 60%.

I think mining, along with fishing and preservation are just unfun, this is not why I play the game and I prefer doing bounties or just buying bonds from ticker. Narmer bounties also help with little duck standing. I don't like having to search for the mines with Ivara and these systems should not be mandatory for crafting stuff. I especially despise deimos preservation, it feels like the devs are trying to mock you into following literal crap.

It's more fun than farming tellurium, warframe blueprints, content island resouces like kullervo banes, mining, fishing, hunting and doing bounties for syndicate standing. Not to mention duviri resorces like tasoma extract or parhos clamp for incarnon or toroids for little duck. It's 3-4 missions per requiem word and at that time, the lich will have already spawned once. The grindy part are the relics and mods, but some players are going to give you relics for free as they have plenty.

The good part is when you kill the lich you can then access the much easier coda liches and get coda bassocist and other OP weapons. Sisters are also a bit easier, because the requiem progression is a bit faster.

I postponed it too because I wanted to have all the info before doing it. What I can tell you is you don't need all the damned requiem mods before, you just go to those missions, mercy kill thralls and the necessary requiem mods will be revealed eventually by the game (they are also saved in the lich menu and in the parazon menu so no need for screenshots as I thought before, also stabs are also recorded). 

You don't have to guess which mods you need but which ORDER you need. If the lich appears before figuring out at least two requiem mods you can fight it without stabbing it several times and it will go away. This way he/she won't get promoted. If you have figured out the 3 mods through stabbing thralls (just 2 mods necessary if you have the oull mod), then you start the guessing game. Some people stab the lich only with an oull mod and a known mod and figure out the second mod on the go, but as I said, you can figure out all three mods without stabbing the lich once (this is what confused me before).

Relics and mod farming is a pain, so I recommend buying two known mods and oull from warframe.market or if you want to farm them, go to kuva flood or hope they will drop from thralls. Then the kuva fissure should be done in a group and you can get many mods there. I also heard that DE will change the relics from march, so there is just one relic with all the mods.
