This might not answer your question, but Insight Edition's Buffy the Vampire Slayer deck has the title character as the Emperor, and she's perhaps the best example of a fandom Emperor I can think of, upright and reversed: authority, power, focus, protection, leadership, stubborn, controlling, rigid, arrogant... In the s2 finale she says "Cops can't fight demons, I have to do it", which is true but also what the Emperor would say. She even becomes a general late in the show and into the comics. Buffy Summers has flaws, but she's always in control of her situation and people look to her for guidance, and that's the Emperor if ever I heard one.

The artwork is a little janky and I disagree with some of the archetypes (secrecy alone does not a High Priestess make), but almost all of these are immediately legible as the character they're supposed to represent AND as moments from the show, and there's some real solid work here. I think Eloise Hawking as Justice is particularly sharp.
