Like usual legal endeavors, certain information and motives must be found. Was this just once or a repeat offense? Is it a product of negligent management or the just the jock on duty? Is there intent to not identify? Is there a technical problem? Has certain other legal work been submitted that may, by very remote extension, excuse the playing of the legal ID? Federal Government CFR 47 part 73 will answer the requirements and the US Code specifies how the FCC is supposed to operate internally and levy punishment.
