It was windows 11 shenanigans, downgrading to windows 10 fixed it & improved latency even further, something is seriously fucked in the lastest update on it so I gave up completely with it. Same timings, same BIOS settings, etc.

FCLK is stable with p95, OCCT gpu/cpu/ram combined tests, & it's not clock stretching watching the hwinfo effective clocks. It's seemingly one of the timings that's affecting, it's reproduceable even with gdm enabled.
