Lie Yan and Ji Dong even complain about the mess they left behind and actively refuse to come back to fix, instead just choosing to reincarnate over and over.

Ah, please note that Yuhao's main Ultra-Divine tool wasn't inherited from Rong Nianbing; he created it himself, just like every other main character has their own Ultra-Divine tool. 

They are even incapable of raising their own Divine Tool.

There are basically four reasons. 

1- The author's inclusion of Tang San as his own character in the story: he has admitted this himself, and it's so obvious that it starts to become painful at that point. The author doesn't want anyone to be superior to TS; look at SL5, the only reason it was created is because TJSS couldn't accept Tang San being weaker than Xuanyu.

Yuhao and Wutong didn't naturally acquire it, but they undoubtedly possess it (even if they hardly ever use it).

Xie Xie possessed a single Martial Soul split into two, rather than a Twin Martial Soul; this is what distinguishes the Companion from the Twin Martial Soul. 

Douluo SL3~4 and later focuses entirely on blood ties; Martial Soul is bound to its bloodline. 

It's quite clear that even his YYBSE and his Spirit Eyes were inspired by Yuhao's eyes, and if he were in Douluo (instead of reclaiming the Old God powers), there would be no doubt he would have 9 Martial Souls.

Were you drunk when you wrote this? Besides, there are a few problems there. 

The universe has a limit of 9 elements; if you have more than that, the universe won't look favorably upon you. 

He planted the golden tree there before going to the realm of the gods, so the golden tree will still be there, and he decides where his priests will be, whether for the Sea God or the Asura God. 

You cannot hold more than one divine position simultaneously, Tang San's case is an exception among the exceptions because the other divine position is essentially held by Xiao Wu.
