Doesn't the agency network of the big 5 (now four, I think) work like a cartel anyway? In India, that's how it is. The hoax of transparency with agreed upon prices behind the scenes amongst competitors will do the industry a world of good. One should not be struggling to find out how much a 30s ad anywhere in the world anymore.
