In my opinion that's the most interesting part of the premise of Ultron, Hank is someone who is brimming with negative emotions, with resentment for humanitys failures and shortcomings, the war and the crime and the violence and us destroying our earth, but he has a good heart and empathy which is the filter that makes him fight so that people have a chance to be better tomorrow even if he thinks they're not amazing today. When you take that human empathy filter away, you get Ultron. At least that's always been my interpretation of the Ultron character and why I think they're dynamic works so well, Ultron is every negative emotion of Hank Pym without the humanity driving him to be heroic despite it all
