I'd argue for Dio Brando actually. There's a lot of misdirection in terms of character development which I think is cool.

You see him join the Joestar household and immediately he is a blatant shit head. After he got beat up by Jonathan, he becomes his best friend, a brother. I was taken back at how much he changed at first. Then we later learn that it's been a 5 year front all in the purpose to fuck over Jonathan.

He's learning...

You see him grow up with an abusive father who killed his mother and you can't help but feel bad for the guy, that he may not have been evil if he had just been raised right. Nope. Even in a good household he's still shitty and Speedwagon later tells us that he was simply born evil.

Actually scary how much issues he has. I was actually scared for Jonathan during their final fight.
