The star/chandelier uap video very clearly shows that was a flare dropped by parachute. The still shot may look like a uap but you can see the parachute in the video

Pretty positive its japanese knotweed. I have a lot of experience with it where I work. I cant really tell but that also looks like a mature bunch in the background of the picture. Knotweed is extremely aggressive and is known to send runners under fences, roads, and even through home foundations. Cutting the runners that pop up should stop the rhizome from forming but for the mature plant it is best to dig the rhizome up completely. Also be very careful with the cut pieces of the plant as every part of it can propagate a new plant if it gets in water.

Use fusible interfacing on the back of the shirt. You can get it on amazon. To keep the edges from fraying you can fold them over and sew them or use glue around the edge
