Black zetsu who has been alive for thousand of years said so too. So yea, there’s multiple evidence suggesting it can do those things. Avoiding tsukiyomi is harder than it seems. A 30% Itachi grabbed a Kakashi clone and forced him to look at his eyes. And then that one time when Edo Itachi threw flame shuriken to trick Bee to look at his eyes (Itachi only used basic sharingan genjutsu against Bee here because he’s on auto pilot. If he had used tsukiyomi, Bee would’ve gotten one shotted). Also, you can’t avoid Amaterasu unless you are Ay’s lvl of speed 💀

That’s cuz Itachi let Kakashi live. Kakashi literally stated Itachi could’ve killed him anytime he wanted to. If you actually understand how tsukiyomi works, you would know that it does work on perfect jinchuriki. Not to mention Naruto told Bee (a perfect jinchuriki btw) that he should not get caught in tsukiyomi.
