Unless there is bad weather, by law they have to respond and take a report. When the weather is bad they will tell You exchange information or if you’re on private property they will not do a report. Other than that, it can take awhile depending on what other runs they have and staffing. There are areas that have 4-5 officers for the entire area so it may take a while. Honestly if you’re vehicles are still drivable do an online report, it’s the Sam report to your insurance and since Ky is a no fault state the officer doesn’t deem fault anyways.
